Task Force Meeting on Stocktaking Report

On 17 and 18 September a task force meeting in Brussels took place, organized by the ASEM Education Secretariat, to develop a structure for the next ASEM Education Stocktaking report. ASEM members participated from Austria, Belgium,  Germany, India, Malaysia, Vietnam, SEAMEO RIHED and the European Commission as well as stakeholders: ASEF,  Erasmus Student Network (ESN),  European Students Union (ESU) the European University Association (EUA) and EQAR.

Mandate of the ASEM Education Secretariat to revise the stocktaking process

In the Chair’s Conclusions of ASEMME6 (CC 47) the Ministers mandated the ASEM Education Secretariat to reorganize the stocktaking of the ASEM Education Process for each priority area towards process reporting. The ministers believed that the biennial stocktaking report being further developed/optimized with a view providing a detailed and standardized collection and analysis of results without duplicating existing reports on OECD, UNESCO, EU level etc. can provide valuable input to the Senior Officials´ Meetings.

Based on this mandate, the ASEM Education Secretariat beliefs that a stocktaking report with more analysis of results and conclusions of the different ASEM Education initiatives, can only be successful with the support of experts from ASEM partners and stakeholders.

2 days Task Force Meeting

At first, the task force worked in small groups to analyze the structure and content of the past stocktaking reports. Based on this analysis each group proposed a structure for the future stocktaking report. Through discussion, the task force found an agreement on the different chapters that to be included in the next reports. On the second day, the detailed content structure for each chapter was further developed in small groups. Groups also discussed about the sources of information that should be used as input for each chapter.

Further planning of the Stocktaking Process

The new structure will be presented during the SOM1 in Austria. Beginning of October, all partners and stakeholders who are coordinating an ASEM Education initative initiative or a programme can expect a questionnaire from the ASEM Education Secretariat to collect the information that the secretariat needs to feed the stocktaking report. The secretariat will draft a first version of the report and the task force will provide feedback in the first round. In a next feedback round, all partners and stakeholders will be asked for comments.

Below we provide an indicative timeline for the stocktaking process in the coming months.  The AES hopes that all partners and stakeholders will contribute accordingly to help us making the stocktaking and the analysis a success and to provide a useful document for all ASEM partners and stakeholders and beyond.
