Developing World Reference levels of learning outcomes

Description of the Initiative

UNESCO is leading the development of World Reference Levels (WRL) of learning outcomes, which can be used to compare qualifications, credentials and other sets of outcome statements to support the recognition of skills and competencies across borders

Progress and Achievements

  • World Reference Levels (WRL) expert group representing national, regional and international organisations working in the field of skills development and recognition, met at UNESCO Headquarters on 26 to 27 November 2018
  • discussed how to further improve the WRL tool and its function to support regional qualification frameworks and standardise the way in which learning outcomes, qualifications and credentials are described
